CIFINISH magic not found

What does this mean? Is it a ticket issue?

This happens if the cifinish.bin file is corrupt, which means something is wrong with the SD card or the filesystem on it.

Use this to verify a filesystem is not corrupt: https://ihaveahax.net/view/Verify_3DS_SD_card_filesystem

Test the SD card to check if it's failing or fake (format before doing this!): https://3ds.hacks.guide/h2testw-(windows)
