Integrate feedback form in Ignite CLI

Last week, we discussed adding the developer survey feedback form to commands in the Ignite CLI as a triggered response.

@julienrbrt @toschdev where do you believe it is best to include this? Do we add a frequency component as in not every time someone scaffolds but every 5 instances?

In my opinion the best place would be after you exit ignite chain serve running a blockchain.

Hey @toschdev & @michelleellen , I have a clarifying question: is the goal to just show the user the link so they can paste it into their browser to visit the form, or is it to collect the feedback directly from the terminal (e.g., a user is prompted via the terminal to enter their name, so they directly enter their name in the terminal)?
