docs: navigable, searchable, Ignite-centric glossary

New blockchain developers experience higher than average friction when they build their first blockchain.

Searching for term definitions in the docs isn't always the most efficient way to learn Starport-centric language to onboard new developers.

This PR is a start to providing a helpful list of Ignite CLI-centric terms that is:

• easy to navigate with clickable A to Z letters at the top
• searchable like https://consensys.net/knowledge-base/a-blockchain-glossary-for-beginners/
• easy to return to the top after you find a term
• helpful to novice and experienced users
• available to be linked from a doc topic (wishful!)
• the single source of truth for our growing list of Ignite CLI terms, for example, we'll draw from this content for future projects
