Add EPL license text

Please include a copy of the Eclipse license at least in git repository. The license text is required if one wants to redistribute the sources.

Quoting from the license: "When the Program is made available in source code form [...] a copy of this Agreement must be included with each copy of the Program"

I have no immediate plans to merge this pull request. Out of curiosity, why do you care about license text?

M2E with several other connectors like mavendev is packaged for Fedora, which has strict licensing policy. To comply with mavendev licensing terms Fedora has to include a full copy of the license text.

Does Fedora provide some sort of aggregate usage stats for included components?

Unfortunatelly no. Users download packages from wide range or mirrors maintained by 3rd party organizations and there is no way to track component usage.
