Clarify precedence of text between Chapters and Tags

Chapters have their own strings in multiple languages. Tags can also give a "TITLE" to a Chapter in multiple languages (TagChapterUUID). The spec don't say which one has precedence over the other.

The same is also true for tracks which have a name (TrackEntry\Name) but can also be tagged with a TagTrackUUID.
