broken links for "Appendix [x]:" in RFC output files

Apparently missing id="appendix-A" even though links to it are present. Examples below.

Perhaps the colon is the tripping point when parsing the text input (e.g., "Appendix A: Foo"). Based on the examples below, the id attribute exists for cases of "Appendix A[period]" but not "Appendix A[colon]".
