Generated ftp links broken

It's weird but it looks like the ":" gets dropped from the ftp:// URLs in mails on the mailarchive.ietf.org. For example:

https://mailarchive.ietf.org/arch/msg/rfc-dist/OHdddTCWTiNnd3YXXFwzGGoH7Zw contains the line:

URL: ftp://ftp.rfc-editor.org/in-notes/rfc3598.txt (which is a fine URL)

but that mailarchive.ietf.org page makes it a link to

ftp//ftp.rfc-editor.org/in-notes/rfc3598.txt (which is 404 not found)
