404 response when editing IESG state of a doc that has no started_iesg_process state

Describe the issue

If a doc does not yet have a DocEvent with the started_iesg_process type, clicking the "Edit" button for the IESG state returns a 404.

If editing is not an option, the button should be hidden or disabled.
