Update IRTF Document State Machine

Description

It would be helpful if the following changes could be made to the IRTF document state machine (draft-stream-irtf):

Rename states:

• “Awaiting IRSG Reviews” (irsg-w) to “Awaiting IRSG Reviewer Assignment”
• “IRSG Review” (irsg_review) to “In IRSG Review”
• “In IESG Review” (iesg-rev) to “In IESG Conflict Review”

Add state:

• "Publication Requested" with next states sheph-w, chair-w, or irsg-w

Add tag:

• "Waiting for confirmation of IPR disclosure" applicable in sheph-w, chair-w, and the new IRTF "Publication Requested" states
