Highlight Obsolete / Historic status of documents.

Description

It is very easy to miss the fact that a document has been made Historic / Obsoleted - example: https://datatracker.ietf.org/doc/rfc5933/

There is only a single small line saying "Status Changed by: ", but almost no-body notices this (I polled a bunch of people, and not one of them noticed it... :-) )

Can we please have a big scary banner (or similar) to make it more obvious?

Mockup for illustration (choose whatever wording / banner style / alert / whatever you think will make it clear).

(I checked before opening this issue -- I don't think there is already one open, closest seemed to be #1674 )

Oh, yes, good point!

Basically, anything that we can do to make it less likely that someone unknowingly implements something historic seems like a grand plan...
