Missing ballot list in AD dashboard is not correct

Describe the issue

My AD dashboard (https://datatracker.ietf.org/doc/ad/roman.danyliw) is showing that the following document is missing a ballot:

Note: today's date is 04/24/2024.

This document is scheduled in two telechats (05/16/2024). This document should only be shown as a missing a ballot after the telechat date.

This is a consequence of the document being put onto a telechat and then later removed before the telechat happened. Making it so that the datatracker can tell that apart (later) from "has been on a telechat" will require some redesign - right now, it uses the event that a document was placed on a telechat.
