concluded wgs and bofs do not sort by date correctly at /group/concluded/#bofs

Describe the issue

At https://datatracker.ietf.org/group/concluded/, each WG or BoF has the ability to sort by the group, name, start or concluded date.

For WGs, clicking on the ascending/descending sort of concluded date changes the sort order, but the sort order isn't correct. For example, here is the incorrect sort order produced for the concluded SEC area groups: concluded-wg-sort

For BoFs, clicking on the ascending/descending sort of the concluded date doesn't sort the results at all. For example, here are the identical results for trying to sort ascending and then descending of the concluded SEC BoFs
