Order of columns in the Internet-Draft State Counts of IESG Dashboard

Describe the issue

The IESG Dashboard has an Internet-Draft State Counts table. The column should reflect the state progress of a document. The current column sequence is:

1. Pub Req
2. AD Eval
3. Last Call Req
4. In Last Call
5. Waiting for Write-up
6. IESG Eval
7. Waiting for AD OK

"IESG Eval" (step 6) should come after "Waiting for Write-up" (step 5) and "Waiting for AD OK" (step 7). The sequence should be:

1. Pub Req
2. AD Eval
3. Last Call Req
4. In Last Call
5. Waiting for Write-up
6. Waiting for AD OK
7. IESG Eval
