Invert sort of classification page for NomCom feedback

Feedback for the NomCom that is received by email is presented in reverse time order on https://datatracker.ietf.org/nomcom/2023/private/view-feedback/pending/ Each can be classified using radio buttons.

When classifying, some items need futher steps, like identifying the person for whom feedback was provided. The subsequent page shows the emails in detail (useful), but in the reverse order to which they were shown on the first page. That's a little distracting.
