Better coaching for new document shepherds

Description

Currently, the template for a document shepherd write-up starts with a paragraph thanking the shepherd and referring them to RFC 4858 for more information. But a new shepherd isn't likely to click the "edit" button to see that right away. I suggest that a link to information on how to shepherd (probably something like https://chairs.ietf.org/en/documents/document-shepherding rather than RFC 4858 directly) be included on the document page.

Alternatively, this link/information could be included in a notification emailed to a shepherd when they are assigned. I don't think there is any email notification to a shepherd currently.
