rel=nofollow on draft version links

Describe the issue

On https://datatracker.ietf.org/doc/html/rfc8713 I happened to notice that the bank of links to previous versions of that draft are annotated with rel=nofollow. This makes sense, but I can't work out why it is only some of the links. The -00 and the -09 (the last draft version of the document) lack this marking for reasons I can't quite comprehend. Should all older links be similarly decorated?
