Drafts replacing a closed working group's adopted document cannot be approved

The submitter set the replaces field to point to a WG document from a closed WG. The approval message went to several ADs, but none could actually approve the post. The secretariat had to work around by force-posting and adding the replaces value later.

The ADs should have been able to approve the post. It would be good if the approval email and approval page made it very clear why approval was needed.
