AD Workload Dashboard field order incorrect

Describe the issue

Per the table in the I-D State Count in https://datatracker.ietf.org/doc/ad/, the current order of the columns is:

1. PubReq
2. Waiting for Write-up
3. AD Eval
4. In Last Call 5 ...

It should be:

1. PubReq
2. AD Eval
3. In Last Call
4. Waiting for Write-up 5 ...

These states appear to align to the linear progression of documents. By that definition, "Waiting for Write-up" should be after "In Last Call", since "waiting for write-up" means a document is through IETF LC and is waiting for the AD to complete the IESG ballot or handling comment from IETF LC.

The way ordering is calculated for this page needs to be rewritten when the query is changed to use the models directly instead of using the Search form.
