fill out field from previous request by default in session request tool

Description

Rather then having a button to retrieve all info from the previous session request, can we maybe just by default fill out the field from based on the previous request (and rather have a "clear all fields" button instead)?

It's really easy to miss that button. I always start filling out the first fields until I see that no conflicts are show and have to use that button...

@lars - I'd need the IESG to ask for this if you think it's right. Previous IESGs explicitly wanted the fill-from button, thinking it would cause people to think about whether the conflicts were still correct.

Maybe the form should automatically fill in things from the last request, but have "I've verified these conflicts are still correct" annoyance-checkboxes?
