Streamline procedure for adding non-regular agenda items

From a conversation with @flynnliz, the process for adding non-regular agenda items (breaks, etc), involves

  1. creating a session request with the appropriate number/type of sessions through the secr.sreq app
  2. creating a matching timeslot in the timeslot editor
  3. dragging the session into the timeslot on the agenda editor This involves navigating between three different pages. Changes are also complicated, requiring manually counting the number of sessions and adjusting the session request, then repeating the other steps.

To make matters worse, the session request tool is unwieldy when a large number of sessions are requested for a group. This comes up because many of the special sessions belong to the secretariat group. (As described in #4455, it also sends undesirable email notifications.)

The current process too closely mirrors the underlying models. A more user-friendly workflow for scheduling these special sessions should be added.

Per @flynnliz, the number and structure of the breaks and other events changes substantially between meetings. When scheduling a particular meeting, these special sessions are created and do not usually change much. This is usually done after the regular working group sessions have been scheduled.
