Inherit submission information from XML

Description

The datatracker page for drafts includes two fields: "Intended RFC status" and "Consensus boilerplate". These fields are often empty/incorrect even though there are values in the XML. Also they can only be modified by chairs instead of authors. This has caused some confusion during shepherd writeups. It would be great if these values were autopopulated from the XML when available.
