Restrict wg 00 submission to authors of an individual document being replaced.

I avoid using draft preaproval (https://datatracker.ietf.org/submit/approvals/addpreapproval/) since there is no way to restrict who publishes the -00 document and we publicly state what drafts we preapprove. It would be really useful if we could identify the individual draft that is being preapproved to be published along with the new draft name. This way datatracker could restrict who uploads -00 version to the author set of the document being replaced.
Has this been (or has there been a threat of) an actual problem?
I know several working groups that assign editors at WG -00 time who are not in the original author set. If we need this level of policing, I suggest that we use logic similar to providing a new version (anyone can submit, but a previous author has to approve) or change the preapproval form to explicitly list the set of people that are allowed to post the wg-00.
