ci: add packer configuration

This PR adds a Packer configuration for automating the creation of a datatracker compute instance on any cloud provider.

At the moment, only a DigitalOcean configuration is provided but we could add more if needed (e.g. AWS, Azure, GCP, etc.).

The README file under dev/packer contains the usage instructions.
