Individual mailtrigger name and target pages should show the purpose of the thing more clearly

At pages like https://datatracker.ietf.org/mailtrigger/name/last_call_requested/ and https://datatracker.ietf.org/mailtrigger/recipient/doc_notify/

There is a description for the name or the recipient in the tooltip. For these pages, that description should appear directly on the page above the row.

It might also be an improvement to show the To and CC addresses with their descriptions expanded, shifting the page to show multiple rows instead of the current columns.

The pages are the way they are now to make simple reuse of the full list pages at https://datatracker.ietf.org/mailtrigger/name and https://datatracker.ietf.org/mailtrigger/recipient respectively, but that may not really have been the right thing to do.
