Improve pointing to the handle for drag-drop operations ( was Drag-Drop doesn't work)

What happened?

On https://datatracker.ietf.org/meeting/interim-2022-stir-01/session/stir, dragging slide decks to reorder does not work on Safari 15.4 on MacOS 12.3.1.

What browser(s) are you seeing the problem on?

i just tested this in Version 15.4 (17613.1.17.1.13) and it works for me

@bacampbe - does this issue still exist for you? I have not been able to reproduce with a variety of platforms using browserstack.

It seems to work now for IETF114 materials. I still cannot reorder for the meeting where I had the problem, but that may be just because the materials are frozen.

On a related comment, the tooltip for dragging points to the middle of the slide deck name, and not the tool you actually have to grab to drag the file.
