Submissions attempting to replace documents that had been considered, but not accepted, by a WG incorrectly trigger request for chair approval
See submission object 125509. This non-wg -00 submission indicated that it would replace another non-wg draft. However the draft to be replaced (draft-mirsky-sfc-pmamm) has an associated Group as it was considered for adoption, but not adopted.
That caused (this is speculation) the submission to erroneously trigger the "-00 approval needed" logic - it entered the Awaiting Initial Version Approval
state, and mail was sent to the sfc chairs for approval.
Further, the email sent claimed the draft was being submitted to an inactive working group, which is not true.
The draft was force-posted by the secretariat.
The submission logic needs to be adjusted for this case, and for others where a replaced draft might have an associated group, but not be in a state that requires that group's chairs approval to have the draft replaced.
