Status change auto-generated LC text is not correct

Note that at the point Warren put the document into "last call requested", several things were generated as a side-effect, including the last call text.

Note further that the last call text that was generated (captured in the document history) was based on the draft LC template, not the status change last call template, leaving the LC in a less than well formed state. See https://mailarchive.ietf.org/arch/msg/last-call/tcg4p4Y6eB1CdkNN04KK1X74CM4

When Warren regenerated the LC text, the right template was used.

This issue has a dependency on Issue #5962. Right now, it cannot be reproduced because an RFC cannot be selected on the "Begin RFC status change review" page.
