Secretary changing reviewer settings does not generate email to reviewer

Today I changed a reviewer's settings (by setting Skip Next Assignment to 1). Email was sent to the other secretary of Gen-ART but not to the reviewer:

Email was sent at 2021-09-09 06:58:40 PST8PDT Subject: Reviewer availability of Jouni Korhonen changed in genart To: [email protected]

I would expect the reviewer to also receive a notice.
