Add a way to search for a person by name

Robert, Thanks for the hint.
However, that is rather obscure, especially since what you gave above is not a URL. Once the user figures out what you intended, trying to open https://datatracker.ietf.org/person/Joe É. Example depends on all browsers (or anything else that might try to open an HTTPS URL) to get the needed escaping right even if, instead of the Latin script example above, the name were in a Bidi script with, e.g., different separator rules than are common with European languages.
