Providing text files of bib info

Description

A bibliographic item page provides two formats for bib information for viewing and download: BibXML and Relaton.

It would be nice if a viewable and downloadable text format was also available. These text files would be rendered from BibXML. Examples of these sorts of files can be found on the info pages for RFCs under "Cite this RFC":

• Info page: https://www.rfc-editor.org/info/rfc9340
• Example bib text file: https://www.rfc-editor.org/refs/ref9340.txt

These files make it easier for writers to create references in, e. g., MS Word documents and other file formats that don't support BibXML or Relaton.

When these files are available, the RPC can turn off the scripts that create the refNNNN.txt files locally and update the rfc-editor.org links to point to bib.ietf.org instead.
