Handling system participants exceeding their rated power

Currently, system participants' apparent power is capped by their rated power (handled within SystemParticipant#limitReactivePower).

Discuss and conclude, whether participants should be allowed to exceed their rated power and by which amount. Should participant types decide this on their own?
