Auto-update GSoC Web Organizations README

This PR adds an automated script to update the README with organizations that have web development projects in GSoC.

  • Parses organization project ideas
  • Filters by web technologies (React, Vue, Angular, etc.)
  • Groups organizations by year
  • Updates README automatically weekly

This removes the need for manual updates each year. If you like it, we can merge it to keep the list always current.
