User Level - Subscriber

Can a user level of subscriber be added please ?

I would like to give people access to a private site so they can view and comment but I wouldn't want them posting.

Pending a mailing list discussion, my €0.02 is that this should be done via the mostly implemented but not exposed acl system. This supports remote users as well, so implementing a subscriber with various authentication mechanisms should be relatively straightforward (infact I pretty much built this already with plugins with the "friends" magic acl group and Pgp auth)
