User level customisable permissions (publish, edit, view)

Users should have a canCreate() permission (default true) to determine whether they can create new content.

This should be reflected as to whether they get the content dropdown

We already have canEdit on the Idno object interface, so really this is about wiring up a setting on the user admin to give users read only / comment access to a site
