Idk, the link could be made by spreadsheet owner, the fact is that it`s not getting cleaned while it could

If "usg=" is missing or its contents don't match the URL in the query, then Google doesn't automatically redirect.
Yes, so what? It`s a link that potentially tracks you and makes redirect and it could be cleaned.
If it's a link from a spreadsheet (created while logged in google), the time variable is probably needed. If it's from a search (while not logged), the var isn't needed.
Needed for what? The link works normally if it's fully cleared from google. If you think that something will be broken - it`s a good point to give user a choice which rules should be applied and ability to make custom.
I have no google account, so I can't say that's not needed for spreadsheets to work properly.
Than make this optional?

to https://soundcloud.com
rather than keeping the google link and removing parameters?
I still have the links on Google Hangouts and that's the one web app I'm getting brain damage because of those URLs
