How to label to train custom dataset

Hi,

I am looking to train a model using custom dataset where I have only image and I need to label. I checked labels for TID2013 Dataset where we have frequency distribution array of size 10 but I am unable to understand how did you get those numbers. Can you please help me out with any explanation for labelling process.
