Reason

  • Increase relative tolerance of test due to https://github.com/idaholab/moose/pull/31500
  • Remove unused parameter from VTB input file

issue reopened because additional change in the SCM Pr (removal of the fulll-monolithic solve) breaks VTB tests. We need to edit the test input files to remove unused parameter.
