FHR SAM-Pronghorn hits an assert

Bug Description

The calculation must be going out of bounds on its way to steady state. We hit an assert which crashes the Pronghorn run

Steps to Reproduce

Run in devel the pbfhr/plant/ss1_thermal.i input
