running RAVEN from different directory to input xml

Issue Description

What did you expect to see happen?

While running raven_framework.xml \raven\tests\framework\user_guide\ravenTutorial\singleRun.xml from the \raven\ directory, expected to RAVEN to look for files (e.g. model executable) relative to input .xml.

What did you see instead?

RAVEN failed to find files.

Do you have a suggested fix for the development team?

Please attach the input file(s) that generate this error. The simpler the input, the faster we can find the issue.

I spent some time looking at this; the test runs fine from the input directory, but not from a different directory. The reason isn't clear to me yet; I'm sure it can be traced down.

I think PR #1870 will resolve part of the issue, and I think we can keep this issue open. @dylanjm

the path in the Code.py is assigned in initialize method, the 'subSubDirectory', is it the place that you are looking for?
