Add an option to disallow using subdomain and sideset IDs in user inputs

Motivation

Up for discussion. Names for blocks and sidesets are widely supported now, yet I still see inputs with lots of subdomain ids hardcoded they are unnecessarily hard to read

Design

An action that looks at parameters passed and errors on users passing ids in lieu of names?
