Whereas https://github.com/idaholab/moose/pull/26477 is a mixed (value and gradient nonlinear variables) HDG method, this is an interior penalty (no gradient nonlinear variable) one

did you think of how to differentiate them? Like prefix-wise maybe HDGIP ?
