Add capability to append to exodus files outside of recover simulations

Reason

Discussed in #26512 The user would like to be able to do a restart and write in the same exodus file. Considering the diversity of restart strategies, it needs to work even outside of restarts

Design

Possibly something at the Output level to enable continued CSV, JSON etc At least something in the Exodus output

Meet user needs. Easier time postprocessing
