New nearest node with 12 subapps caching test diffs at >14 procs

Bug Description

See https://civet.inl.gov/job/1131330/ We hit an exodiff when the number of procs outnumber the number of subapps. It seems apps are using a 0 value rather than the subapp value. Current state of investigation is it's in the "from" direction.

I will update this issue to be more precise when I know more. Currently on travel.

Steps to Reproduce

15 procs at least, run that test

Impact

breaking next. Temporarily suspending this test while it's being investigated
