Hi developer, I created this pull request to transfer our dynamic rupture code into falcon. I would appreciate suggestions to accelerate this transfer progress. Thanks in advance

Hi Logan, we decided to put the code & documentation into moose/tensormechanics #24433, however the progress is taken too long (we have already passed the desired deadline for merging). If merging into FALCON is easier, I could also try to put the code here for review. Thanks!
