Have different recipes for PRs against different branches

Currently when we get a PR event we create jobs no matter what. There have been several cases where people submit PRs to a non-default branch and then the tests fail. For example, BISON has a 1.3 branch that has a static old MOOSE which causes the MAMMOTH tests to fail.
