从 [Ruby EOL](https://endoflife.date/ruby) 层面考虑，当前依赖基本上都适配了 Ruby 3.3，我会把 Ruby 升级至 3.3，个别不兼容我也做了 fork 的容错。关联 #1473 #1489

从这几次 CI 的反馈，arm/v7 会卡在 `yarn install` 直至 timeout，或许该放弃 arm/v7？

应该是 gitlab 16 改了 API 结构，好久没适配了。 BTW，上来就贴 Python 代码是让我现学吗（笑）

查了 Gitlab API 并没有发生变化，做了一点调整 88eaa5ef247e6299704f0081077933bc74971389
