CREO2URDF – Generate urdf via repository dispatch

We added a GA that after a workflow dispatch pulls the latest ergocub-software and with the creo2urdf installed in the system generates the urdf and open a PR.

We would like to add the possibility to trigger it via repository dispatch as soon as a commit in a target repo is done

Definition of done

The generate urdf action has been improved
