Notes from meeting:

• Notifications should include changes in enrollment as well as restrictions.
• Adding the notification should activate a snackbar saying something along the lines of "notification added. see added to manage notifications."
• Should have the option to use email. Phone number maybe, but be careful about privacy; it's personally identifiable.
