Unexpected behaviour in reftran.exe MeasurementIDs removed

Description When refran is used to produce xml files. It removes the MeasurementID from each measurement.

In the following commands I have imported a station and measure file. The measure file contains measurement IDs for each measurement. However the xml file produced by reftran with the option --export-xml does not have these Measurement IDs.

import -n 20220901_(02)_WA_RENAME 20220901_(02)_WA_RENAMEstn.xml 20220901_(02)_WA_RENAMEmsr.xml

reftran 20220901_(02)_WA_RENAME -r GDA2020 --export-xml
