Scrolling while dragging Text fails

It is not possible to drag a selection of Text down/up to the non visible parts of the TextArea.

I think I can do this, but I have some outstanding PRs, and I'm a little unsure of what the status of things is.

Just for the record:

  • Visual Studio does support this
  • Notepad++ does not support this
